Who should pay the towing fees?

We filed for chapter 13 bankrupcy and our case was dismissed. We refiled and the lenders LONG BEACH ACCEPTANCE CORP commited the error of not getting all the info they needed so the decided to reposses our car. They promised to give them our new case number and proof of insurance and they will release the car free of charge. We got the info they needed and not they don't want to pay the $500 towing fee to get our car back. PLEASE HELP! ANYBODY. WHAT CAN WE DO. PLEASE ADVICE. THANK YOU.
