The only instances when using a larger volume of developer cause any effect are when using a lesser volume exceeds the capacity of the developer to develop the area of film being developed. Or iow, there's no such thing as too much, just too little. A couple of examples are Xtol and Rodinal at higher dilutions. But with developers for which the minimal amount is more than sufficient, using more does nothing.
