Q: Souping APZ in D76/TMax dev.

In trying to find a develpment time for Agfa APX 400, using D76 or TMax, I was directed to a very useful chart at http://www.digitaltruth.com/. But the times listed there for these two soups indicate the ASA for the film is 250. What does this mean? Is it a recommendation that the film be rated @ 250 and developed for the recommended times? If so, why not just provide the times to develop straight? This isn't a pull-developing time chart - that's elsewhere on the site. Take a look at the chart for Agfa APX 400, and tell me if my thinking is skewed. I'm still looking for an appropriate time for either of these developers, should I just take the recommended ASA 250 time and extend it?
