Look for a compensating developer, like Diafine. It does not act like conventional developers. You first soak the film in Solution A where the film absorbs developer according to the exposure you made. Then you transfer the film [without washing] to Solution B where the development proceeds to exhaustion of the Solution A which was absorbed. I don't think temperature would affect that process and thus you could still use the normal development time specified by Diafine [5 minutes in each solution as I recall].
