development times for HP5+ at iso 1600?

hi. kinda new here, please forgive my ignorance...i shot a roll of HP5+ at iso 1600 in an attempt to get some grain...not "big" grain, but lots of grain i guess..just experimenting. i developed in t-max developer for 9 1/2 minutes. the prints came out very contrasty, with little highlight detail ( the skies in all the backgrounds were all white). did i not develop long enough, or too long? any times that you may suggest would be greatly appreciated. thanks.
