Limits on reducing the absolute quantity of a chemical are only given where the agent in question is rapidly consumed in the chemical reaction (such as the reducing agent in developer). Wash aids and stops are more or less buffered solutions, serving only to adjust the pH value of the sheets. So as long as you keep the ratio constant, everything is fine.
