I don't have any recommendations for HP5+ at ratings less than 400. However, HP5+ is very tolerant of over-exposure, so I don't think you are looking at a disaster. I would recommend using PERCEPTOL, as it has an inheirent speed loss. Using the stock solution for 10 minutes at 68°F should give you a reasonable negative with good contrast, but a little bit of extra density. The density will just lead to longer printing exposures, but I don't think that you will have any problems with blocking up or similar problems. Shorter development times may give a more normal density, but I think the lower contrast would become more of a problem.
