kodak DA-163 developer

got a packet of kodak da-163 developer(for black and white paper). had used liquid type previously but now got this packet of power developer and hope someone can enlighten me as i am confused with the instruction on the packet. What is the meaning of :- to prepare and to use. to prepare:- 5 litrs of water to one packet of power to use:- dilute one part of stock solution, mixed as above, with 3 parts of water and develope as recommed does it means that the prepared 5 litrs are to make 15litrs of working solution? any answer are appreciated many thanks
