Freshly produced glycin is white, but it rapidly becomes darker as it oxidizes. In my experience, once it turns dark brown it is no longer good. To the best of my knowledge, Kodak hasn't offered glycin in a long time, so your chemical may be ancient. Photographer's Formulary is the only source I know for fresh glycin, and they seem to make it in small enough batches that it is usually fresh when I order it. Ansco 130 is one of my favorite paper developers.
