Mr Hutchings has an advertisement at the back of View Camera - I don't have a copy in front of me at the moment, but you could probably go to the magazine's website to get his address or contact details. It is an interesting book, but I have begun to question some of the statements in it. For example, against a table of reciprocity correction times for Ilford films, he states, "Ilford films do not pick up contrast during long exposures". This is obviously not right, as any film will pick up contrast as film illumination decreases beyond the normal parameters of usage. Also, although his times for "N" development seem OK as starting points, I have found that the N+ and N- times, and EI's, need some substantial change - which might be expected, of course.

I have found PMK to work extremely well with Ilford Delta 100, and Pan F+. For TMax100, Rodinal 1:50 seems to me to be a better partner.
