pan f plus in tmax 1:9

What is the effect of developing pan f + in tmax developer dilution 1:9 instead of 1:4? I never used tmax on pan f + . My favourite developer for this film was ID 11 1:3 to improve the shadow ditail & decrease the contrast, but Tmax is already a compensating developer so what is the effect of such a hi dilution (1:9)? And what are the developing times with such dilution?
