No data on developer activity with age, but you might want to look at your dilution procedure for accuracy and do a meter check. Are the shadows correct or are they also dense? Three months isn't a long time for Rodinal if the bottle is mostly full- mine is going on three years. If it's just a teaspoon in the bottom, then all bets are off.
