Information re: Community Contingency Planning?

Can anyone point me to any information concerned with Community wide contingency planning for Y2K?

I've seen plenty of material about personal/family planning (including checklists). I'm wondering if similar documentation exists that discusses issues like emergency services (911 dispatch, fire, police etc.); social services (shelters, food banks, medical, etc.); the implications of financial system meltdown for small governments; and so on.

It may be too early yet for this kind of activity in most communities. It is hard enough to find a 1 page hand-out that is simple enough and yet concise enough to bring people to the threshold of understanding the issue.

Perhaps some efforts have been made in the larger Christian Ministries to work with the City Governments.
