Sync speed on 300TL flas

I have a T-90 with a 300TL flash. Most of the time when it is in auto mode, the camera chooses a shutter speed of 60. Even when I set the shutter to manual at 250, it still uses 60. If there is lots of light, then it will choose 250, but then why use the flash? How can I get the camera to use a shutter speed of 250 with the flash?
