Yikes, this just in on worldwires. Doesn't even take Y2K.
Just imagine what's going to happen in 1999 and 2000.
Sounds like these folks got all heated up and did not even *consider* that there might be computer problems behind their rising blood pressure.
People in these sensitive jobs need to be briefed right away on Y2K. What if they have access to "the button" or something similar?
Can I post the article or will somebody sue me for copyright and/or legal stuff? These news URLs don't last very long. Click while it's there!

Computer glitch reportedly behind China-Philippines dispute Copyright ) 1998 Nando Media Copyright ) 1998 Reuters News Service MANILA (November 9, 1998 1:27 p.m. EST http://www.nandotimes.com) - China sent the Philippines advance notice that it would make repairs on Chinese facilities in the disputed Spratly Islands, but a computer glitch delayed the message's arrival in Manila, an official said on Monday. Foreign undersecretary Lauro Baja said the Chinese foreign ministry notified the Philippine embassy in Beijing on October 14 about the repair work, but the embassy's advisory to Manila, sent the following day, did not reach here until October 27. On October 28, a Philippine plane reported sighting seven Chinese ships on Mischief Reef, prompting a diplomatic protest from Manila, which accused Beijing of beefing up its facilities on the reef and provoking tension. On Monday, Defense Secretary Orlando Mercado accused Beijing of a "creeping invasion" and said the Chinese action deserved to be brought to the attention of the United Nations. Mercado earlier admitted China had advised the Philippine embassy in Beijing it would renovate its facilities, but said the extent of work carried out by the Chinese showed that "there are other intentions on the part of the Chinese." More than renovations, the Chinese had reinforced their facilities and built what looked like potential piers for berthing large ships, he said. A Philippine Foreign Office official also said the size of the Chinese force seen on the reef, which included at least two armed naval vessels, was "alarming." Beijing has brushed aside Manila's protest, saying its vessels were in the area to repair fishermen's shelters damaged by storms. Mischief Reef is part of a potentially oil-rich cluster of isles in the South China Sea wholly or partly claimed by China, Taiwan, Vietnam, the Philippines, Malaysia and Brunei. Baja said the Philippines could have reacted more quickly to the Chinese intention on the reef if it had received the notice from its embassy earlier. But "there was a glitch in the PC-Plus," Baja told reporters, referring to a communication software used by the Foreign Office and its embassies overseas.

Leska, this article does provide an interesting sidelight on Y2K, but I draw an entirely different meaning from it. Like you say, the Powers That Be did not even consider that a computer problem might be responsbile, but I think this is because, today, we trust computers completely. When Y2K problems become commonplace (starting next year, 1999), this confidence will diminish considerably. So, ironically, maybe the overreaction as per the article would not be so likely .... (???)

Have you read Jason Kelly's Y2k, It's Already Too Late? I'll save my critique and I wont give away the book, but I can tell you that this story plays directly into part of the plotline.
