Criteria for Legal Evaluation

I am writing the legal evaluation of the architecure using the following criteria: -- policy goals -- clarity -- enforceability -- constitutionality Any additional criteria? Any of the above should I not spent too much time?

Well some traditional criteria for evaluating legal rules are

(1) distributive justice (2) just compensation (3) deterrence (4) administrative efficiency

I think it would be helpful to frame the discussion in terms of these criteria, too -- especially because the combination of law, markets, code, and norms seems to do a good job in meeting all of them (except perhaps administrative efficiency, I haven't really though about that one).
