Koskinen Statement re FEMA?

Sometime in the recent past (a month or so) I saw some quotes that Koskinen said (in effect) that the free market may not be the best way to distribute goods and services in times of disaster i.e. y2k problems. I live at the end of the line regarding electricity; I immediately assumed that FEMA would take control of power distribution and send it to the cities first and foremost. Does anyone remember where to find the full text of his statement. I believe it was at the recent meeting in Washington. Thanks!

Yes, that's the URL to my article. I don't believe there's a transcript of the summit, but rest assured that the quote is accurate.

When I saw that quote, I asked my little 'ole mom what they did in World War II about rationing. Sounded pretty organized and only was used for those items in short supply.

Also asked if there had ever been a Martial Law declared. She can't remember anything being done in that area. Said everyone saw the need to pull together. (At the beginning, after Pearl Harbor, she become one of those "Rosie the riveters" then towards the end she was a pilot in the Air Force).
