Can this be true? Can all this really have happened before our very eyes this very week?

On January 6, David Breshanan at WorldNetDaily.com, which is admittedly not yet main stream media, reported interviews with military officers about the largest National Guard Exercise that there has been since World War Two. It is tentatively planned for May 1st and 2nd and is called COMEX/MOBEX. They are doing it specifically to practice preparation for mobilization for Y2K without having the benefit of communications. The same article tells about something that has not been done since the beginning of this country. It reports that in December there are plans to pay all the U.S. Armed Services and the National Guard a month ahead for January, so they won't have any excuse to not report for duty.

And now there comes to me the following.

First, the interpretation is:

1. The posse comitatus act doesn't apply to the Navy or the Marine Corp. 2. The Navy, which has been having serious trouble retaining these level of officers would not be looking to get rid of them except on very high orders. 3. NEPLO stands for Navy Emergency Preparedness Liason Officer but it is not wrong to think of it as National Emergency Public Liason Officer because that would really be their task, liasoning the military to civilian leadership such as governors and mayors. (Admittedly you have to read between the lines). 3. The reason the Navy officers are going to be used for this task is because the Army's officers are already going to be busy, (commanding their troops in restraining social disturbance). Navy officers would otherwise be just wasted sitting on ships out there in the middle of the ocean. 4. For those not among the initiated, 041500Z JAN 99 means that this was issued on the 04th of January 1999 at 1500 hours Zulu which is 3 p.m. Greenwich Time. So this means that you are looking at the latest poop. 5. I don't know if this is real or not. If it isn't, someone is a really great creative fiction writer, with a very fertile imagination, and I have got to admit that I don't have the guts to checkout those phone numbers. After browsing around the link that Chris sniffed out Diane so ably provided , (sheesh,you guys are good!), it sounds as though this program has been around for a long time. I don't think it's a new job created for Y2K. Although I bet they'll be busy...

5. How do I apply for the NEPLO Program?

- Each year in the January time frame, the NEPLO billets are announced in the Naval Reservist News and by all NAVRESFOR message. The announcement includes available billets, application instructions and drill sites. NEPLOs are assigned to the Department of Defense, Director of Military Support, Forces Command, the Continental Army headquarters, the state's Adjutant's General headquarters and each Federal Emergency Management Agency Regional headquarters. The other military services also have representatives at these headquarters. Thus, the NEPLO and their Army and Air Force counterparts make up the military assistance and support element at these headquarters.

10. How is administrative support provided the NEPLOs?

- NEPLOs are assigned to a billet located at in the national unit at COMNAVRESFOR headquarters and assigned for administrative purposes to a NEPLO detachment at a Naval Reserve Readiness Command (NAVRESREDCOM) Regional headquarters. The RECOM may further assign the Naval Reserve Center closest to the NEPLO's home to provide the necessary administrative support.

Navy's Role In National Eemergency Service Will Provide Assistance To FEMA

WASHINGTON -- Americans were surprised during the past week to learn the National Guard and the U.S. Army are making plans to provide "assistance" to civilian authorities in the event of a systemic meltdown of basic services as a result of Y2K-induced problems. Many may be equally surprised to learn that the U.S. Naval Reserve will also be expected to provide assistance in the event of a domestic national emergency.

Those provisions, which provide for military assistance to civilian authorities during national emergencies, are outlined in USC Title 42, Chapter 68 (Public Health and Welfare) and apply universally to the armed forces at the president's discretion. Like the National Guard and elements of the Army, however, the Naval Reserve will have key designated liaison officers working in conjunction with various Federal Emergency Management Agency personnel in affected regions of the country.

Specifically they are called "Navy Emergency Preparedness Liaison Officers" (NEPLO), and they were developed under a "Naval Reserve program designed to provide active duty commanders who serve as Regional Planning Agents (RPA) with trained personnel to assist the RPA in providing support to civilian authorities," according to Navy literature.

"Each NEPLO is required to receive specialized training conducted by the United States Forces Command (FORSCOM) at the FEMA Special Facility in Berryville, VA," according to a Naval Reserve Internet site. "This training provides the NEPLO with a working knowledge of the various federal legal provisions dealing with the circumstances under which a military commander may provide assistance to civilian authorities as well as an understanding of the federal civilian and military organizations that would be involved in the event of a disaster or civil disturbance."

NEPLO officers are assigned to effected state adjutants general offices -- the head offices of each state's National Guard -- during times of crisis and are also responsible for maintaining and updating databases of available military equipment and resources that could be used during disaster relief operations.

The databases are supposed to be "updated regularly" and they "contain information on types of equipment located at every Navy installation which may be useful in the event of a civil disaster or disturbance."

Emphasizing their importance, regulations stipulate that Naval Reserve officers assigned to the NEPLO program be available for immediate recall to active duty should the need arise to deal with civil unrest or disaster.

The Navy -- as well as all other military branches associated with providing disaster assistance to civilian authority -- has been granted its liaison powers under the Robert T. Stafford Act. That act stipulates, in subsection 5221 of Title 42, Chapter 68, that "it is the intent of the Congress, by this chapter, to provide an orderly and continuing means of assistance by the Federal Government to State and local governments in carrying out their responsibilities to alleviate the suffering and damage which result from "disasters."
