My impression is that the bulk of income tax, social security and medicare revenue come from paycheck withholding. This will not stop because the IRS can't process accounts. Neither will quarterly filings from independent contractors and businesses, unless they think the gov't will never be able to catch up with them. So only the part of revenue that comes due on the yearly return is really at risk. Perhaps 15%? Not trivial, but not the end of the world, either.

Actually, I'd guess problems with business payroll processing is a bigger risk overall.
