How's this for spin?

Computer World ran this happy face, "all is ok" headline about health care. Why is there so much disconnect between the article titles, and the content of the stories? I know the editors choose the title, not the reporters, but this is ridiculous. from the article titled "Doctor office risk not fatal". Doesn't look like real good news to me..... In fact, the nation's largest hospitals have made year 2000 a top priority. According to the American Hospital Association (AHA) in Washington, eight out of 10 hospitals will complete their projects sometime this year. The AHA said that the year 2000 matter is placing a big financial burden on hospitals. It has called on the Food and Drug Administration to encourage medical device manufacturers to report on the year 2000 readiness of their products.
