Why do Muslims give to charity?

Could you tell me if you think somebody can be a true believer if they DON'T give to charity?

Muslims give to charity because God has order us to do it.

If someone does not give zakat (the obligatory amount of charity) but still believes that it is an obligation, he remains a muslim, but he is a big sinner.

If he denies the obligation he is not a believer anymore because he is denying something proven with clear proofs from God.
