"There has been a serious focus on aviation safety issues beyond January 1, 2000, and the industry is well advanced in its preparations," Centre for Asia Pacific Aviation managing director Peter Harbison said.

A recent University of Hong Kong survey found 16 per cent of people already making plans for the millennium said they would avoid flying on January 1.

Mr Harbison said the industry should offer discounts to help make up for the shortfall.

Travel Industry Council executive director Joseph Tung Yao-chung expected prices to fall next month as bookings were slow.

"I think there will be a slight drop after Easter, and if the situation gets worse, they will definitely drop the fares," he said."
