What's the market for DV films like outside of the United States?

there a lot of TV stations who are serious about DV, and then there are those who are not. When it comes to transmittion of programmes I have the feeling its the stations market, they pay a pittance for programmes because they know DV filmakers are desperate to get their work broadcast. The quicker local or community television takes off over here in Europe the better.
