Attorney General Janet Reno has secretly created a small agency within the FBI to deal with any national Y2K repercussions.

The agency, The National Domestic Preparedness Office, is now up and running -- and preparing -- despite the fact it does not officially exist!

Congress has not yet approved its budget.

Investigative legend Jack Anderson is set to report in his syndicated column: Later this month, the Federal Emergency Management Agency will hold a national "table top" simulated scenario drill -- similar to the "war games" played out in the military.

The drill "will pull together all emergency and military resources. FEMA, along with the National Guard, is responsible for coordinating state and local responses to Y2K problems while the State Department will cover international social problems," Anderson reports.

The U.S. military is quietly planning a sophisticated social-response network in case civil unrest should erupt.

Military types are denying a newspaper story that captured Marines in a "civil unrest exercise" at Quantico.

"They told me what the exercise was about and then asked me not to report it," says Dave Ellis of the POTOMAC NEWS.

The reporter filed a Page One story that ran with a photo apparently showing the Marines in "Y2K riot training".

"[The Marines] were worried that people would think they were painting helicopters black and training for a huge government crackdown at the millennium," he explains.

And ye who said we are "doomsayers" have yet to speak. BS. There would and never has been a need for "urban" training exercises until Y2K became an issue. Let's look at some undeniable truths that the pollys have never denied: 1. The wealthy are secretly preparing. Florida Power & Light Execs. are OPENLY selling their own stock, one quarter at a time; and oh, did I mention, having generators installed by FPL employees at their estates. 2. National Guard armories, at least in Central Florida from Lakeland to Daytona have increased their weapon and vehicle stocks by 50% in the last 7 mos. 3. Numerous "feel good" reports have been leaked to the "media" without any independent verification. NO ONE has been testing the results of the so called "compliance" of major coporations or .gov agencies. 4. The frontline experienced programmers at many major companies have been issued a "gag" order. I know. I relate and communicate with many of them. At Bell South and the Southern Companies, if ANYONE communicates openly about Y2K testing and results, it will result in termination and massive LITIGATION (so much for 'tort' reform).

Be prepared. Be scared. But most of all be ready. It is better to defy the leaches and let the lemmings scream than to rebuild our society for those that do not deserve the benefits.

I'd love to talk about this too, unfortunately, I can't. I'm under the same orders, but from local government. Now, I'm not keeping quiet just to save my job. I keep quiet so that work will continue to progress. If we say anything to jeopardize the work that is at hand right now, the backlash would be detrimental to the progress. You know how politicians love to abandon what is not popular or politically correct. The remediations are behind as it is. To go against the wishes of "mum's the word" would be to squash all hope of anything getting done. Man, what a catch 22.

John, if you dig around, I think you'll find urban warfare training was going on before Y2K became an issue. To my knowledge, at least, it was part of training for the Reserve units of the Tidewater area of Va. around 1990 or just before. This is not to say that focus hasn't been altered slightly or that an increase hasn't occurred becasue of Y2K.

The National Guard has increased materiel mainly because the regular military forces have been so drastically cut back; much more reliance is now placed on the Guard and Reserve, hence the amount of their equipment has been increased. Think of it as the same stuff, just in a different place.

The Government's Secret Y2K Plans

The story our government doesn't want you to know was broken not by a major TV network or national newspaper. It was encapsulated instead by a front-page picture, which ran in February on the front page of a small Virginia paper called "The Potomac News."

Captioned "Y2K riot training," the photo depicted a Marine private trying to "force herself backward through a line of Marines during a civil unrest exercise at Quantico Marine Corps base" outside Washington.

In this case, unfortunately, a picture was not worth a thousand words. In fact, a Quantico spokesman denied the story and says the Marines were not, in fact, preparing for civil unrest. But the reporter (and photographer), Dave Ellis, stands by his story.

"They told me what the exercise was about and then asked me not to report it," he told us. "(The Marines) were worried that people would think they were painting helicopters black and training for a huge government crackdown at the millennium."

Such is the great dilemma behind preparation for the phenomenon know as Y2K: No one knows exactly what will happen to our technologically dependent lives when computer dates roll forward from "99" to "00" at midnight on Dec. 31. Yet planning for the worst-case scenario carries the danger of inciting panic and becoming a self-fulfilling prophesy.

This might explain why most military folks we talked to claimed no knowledge of any Y2K-specific preparations. But we have learned that the U.S. military is quietly planning a sophisticated social-response network in case civil unrest should erupt. It was confirmed to us recently by Sen. Robert Bennet, R-Utah, who chairs a special Y2K Technology Problem Committee.

"This problem is everywhere and nowhere all at once," Bennett told us. "We can only take a snapshot of portions of infrastructure and attempt to provide the most accurate information we can. But there is simply not sufficient time to understand where all the problems are going to surface, so we must be practical and prepare for the worst."

In the worst-case scenario, public alarm spreads rapidly as vital services such as health care, public safety and utilities are temporarily disrupted by computer breakdowns. The stress, of course, is on "temporary." Most experts suggest that people prepare for Y2K like they might prepare for a winter storm.

Thomas Barnett, director of the Y2K security project, says his team has been coaching every branch of the military  indeed even the Marines  since last fall, planning drills and simulating Y2K breakdowns. Just this week, Barnett plans to take some military and FBI people to the World Trade Center to develop possible responses to a stock market crash.

Later this month, the Federal Emergency Management Agency will also hold a national "table top" simulated scenario drill  similar to the "war games" played out in the military  which will pull together all emergency and military resources. But it is a small agency within the FBI, quietly created by Janet Reno recently, that will be the federal authority for any national Y2K repercussions. Old Git:...A minor observation... My comments were not drawn to the increase in the reserves or National Guard, but to the increase in activities and vehicle/weapons distribution at local URBAN based armories. I knew many of my friends who left the regulars to join the guard just to draw extra benefits. I was referring to direct increases in quantities of resources that I have noted at the local armories; a very unusual step during peacetime.

God forbid they prepare for possible riots. Naw...lets just have the military sit on their ass and let rioters (which most you expect) run around looting and killing.

Sure, we made up our minds long ago. We want every US troop & piece of equipment back on US soil by September. It is not safe for them to be in other countries during rollover, which the military has defined as starting in September. Remember how they are so concerned about "other countries?" And shipping and communications and transportation, and saying outright that there will be rioting "in other countries?"

And the .milgovorgeducometc should drill & plan extensively, although it would be better to not use live ammo in urban populations, and to warn the cityzzzzzns ahead of time: yes the black helicopters will be visiting your block next Tuesday night. Stay inside.

And certainly, all police, fire, EMS, military, will be re.hearsed and drilled and ready and on duty for rollover, and may their highly visible presence prevent any and all mayhem. And may their deterring help only last one week. Here's where it gets thorny. Can the bugs be tucked out of the way within one week? Easy fix on failure, whew, welcome to a smooth-sailing new millennium?

Opinions vary, but I think the repercussions will reverberate and vibrate and unravel our current world. I think the rollover will last more than a week and may flatten us for at *least* 3 months, with pancaked systems needed scraping & rebuilding for years. I most definitely hope I am totally wrong.

So dangers come if the Y2K shutdown lasts longer than a week, if the military/police get too drunk on the sheer power of having expanded control for longer periods (but I think most of them will just want to go home), if the betrayed civilians are too enraged & pissed & decide to demonstrate their intolerance of lies, if there are not enough enforcers of ??? emergency controls/provisions to stem the maddening crowds, if there really is some dark evil behind-the-scenes machination to create choas and death and desperation and destruction and an awful "solution" -- and never leave out the opportunistic terrorists who will attempt to take bloody advantage of the whole boiling stew.

This is a very simplified outline, but making up one's mind further takes into consideration too many variables for one post :-)
