Here are my notes on guiding principles for our coalition:

• Collaboration/partnership between sites/providers
• Empowerment for citizens
• Create access where none is
• Availability of access and services to community /scattered sites linked
• Capacity building throughout community
• Provide at minimal cost/ affordable to users
