what constitutes complete testing? Is this possible?

My question involves the fact that my local power company (Cinergy) is saying in their year 2000 disclosure that they are running their generating stations past the year 2000 already with no operational problems. IBM states in an article on testing that appears on their website "year2000 testing is not accomplished merely by trying several post 2000 dates in major applications". Why is Cinergy using this line? arethey simply using this line to make it sound like they have everything under control? Is this a valid test? What are the other test procedures relating to power generation if what IBM says is correct? It sounds to me like real testing is not taking place because the grid cannot be tested until Jan.1,2000.

However, it strikes me as very strange that all these utilities are telling us how they have "advanced" their systems to operate in the Year 2000 and left them there... and, "NO PROBLEMS. Hey, boys and girls, don't worry about that silly little rollover. We're already past it, you dorkfaces. Yuk, yuk, yuk."

Well, that's the implication.

Now, if these systems -- whatever they might be -- are already operating "in" the Year 2000, I have to ask this question. If those systems don't care what year it is -- and that is the implication of operating now "in" the year 2000 -- then why didn't they just "reverse" the system(s) to, say, operate "in" the year 1990 and forget about that silly Y2K thingy?

I know, I know... this just must be a stupid question....
