Did State Dept. Really Say 76% Chance of African Power Failure?

Did anyone see that 76% figure in a Senate testimony transcript?

This is nothing spectacular. On any given day, somewhere in Africa, there is probably a 75% chance of electric power interruption. That's just because the place is, well, you know, largely in the cadre of "developing nations." ... Unstable governments, rebels and bandits everywhere, widespread crime and disease, corruption, illiteracy, etc... Yet still people manage to go about their daily business, be happy, stay alive, and make the population grow. Welcome to the third world.
