If you really are looking for the truth, then I sugest you look elsewhere. Steve Davis has huge conflicts of interest and should not be trusted. The last time I looked, he is not a rep or spokeman for the federal government.

In light of the recent events I'm going to wait for the information to appear on an official government website. This doesn't help at all.

In fact, it smells badly of damage control. If you can, start off by visiting Steve's homepage. I feel like I am in an overcrowded theatre watching a bad movie and the only guy clapping is Steve.

I find it pretty incredible that they would give this to Steve Davis. The commentary he gives is fairly sickening. There also seem to be some contradictions and holes on the spreadsheet, at least from a cursory look. The legend is incomplete, for instance. (at least as far as I'm seeing.) It explains 0, 1 and 2, but doesn't explain 3, even though there are 3's in the data, PARTICULARLY where I live. Also, there are letter codes that aren't explained.

There also seems to be a "Phantom Category" way off on the right-hand side. (Again, it may only be on the copy I'm seeing.)

"LIKELIHOOD OF FAILURE**"

What do those asterisks mean? I don't see an explanation.

I would LOVE to see a detailed comparison between the two spreadsheets. (I don't have the time, or frankly the inclination, to do that...)

Both the Jim Lord site charts and these charts are nice--very sweet. But as for meaning? I would say the only message here is that the government--DoD--knows there is a problem that is not being acknowledged in public. The specific information as to cities is pretty nebulous unless you think the utilities will run on assurances. I think we are back to, "No one knows." We must go on that assumption and our imaginations.
