Is there no end to the destruction of our country at the hands of this insane government. First it was high speed computers, now we are openly giving the Russians and Chinese our latest radar technology?

U.S., Russia May Alter Arms Treaty Sunday October 17, 1999 3:00 am

NEW YORK (AP) - The Clinton administration is offering to help Russia complete a large missile tracking radar if it agrees to renegotiate an arms control agreement so the United States could build a national missile defense system, The New York Times reported Sunday.

Under the proposal, the United States would help the Russians finish their radar near Irkutsk, Siberia, the paper said, citing unidentified Russian and American officials.

A nationwide defense system is prohibited by the 1972 Antiballistic Missile Treaty.

Moscow has so far refused to alter it, and announced on Friday that it would work with China to seek broad support at the United Nations against American efforts to alter the accord.

Senior American officials insist that the Clinton administration is not aiming to nullify the 1972 pact. Rather the goal is to update the accord so the United States can defend itself against new missile threats while at the same time avoiding a new arms race with Russia and China, the paper said.

The United States believes nations like North Korea and Iran were developing the means to manufacture ballistic missiles.

Russian officials insist that Washington has exaggerated the missile threat and say that weakening the treaty would be a reckless move.

``We are open to cooperation,'' Grigory V. Berdennikof, a senior arms control specialist at Russia's Foreign Ministry, told the Times. ``But if our cooperation means changing the ABM treaty our answer is 'thanks but no thanks.'''

Spokesmen for the White House and the State Department did not return calls seeking comment from The Associated Press Saturday.

A decision on whether to proceed with antimissile defenses is to be made by next summer.

When the Soviet Union built a radar in the 1980s at Krasnoyarsk, Siberia, the United States argued successfully that it was a violation of the treaty and pressed the Russians to dismantle it.

In January, however, President Clinton sent Russian President Boris N. Yeltsin a letter asking Russia to renegotiate the treaty to permit a limited system of defenses, the Times reported.

Deputy Secretary of State Strobe Talbott has held a series of high-level meetings with the Russians, including a session this week in Helsinki, Finland, the Times said

By outlining their plans, the Americans are seeking to reassure the Russians that the proposed missile defense is not aimed at them.

According to Russian and American officials familiar with the talks, the first phase of the American antimissile system is to be completed by 2005. It involves building a powerful new radar in Alaska and deploying up to 100 antimissile interceptors there. American early warning radars in Greenland and Britain and in the United States would also be upgraded.

The second phase is to be completed by 2010, and could involve construction of a similar radar at Grand Forks, N.D., and deployment of 100 interceptors there.

An offer to help the cash-strapped Russians complete a large radar at Mischelevka, 60 miles northwest of Irkutsk could cost millions. American officials have also suggested that Washington might upgrade a Russian-controlled radar in Azerbaijan.

NOT ONLY has he GUTTED the US Armed Forces to the point that should his successor (always assuming..)even WANT to resurect them it'll take 4-6 years, he NOW wants to make sure that that resurection will hit a stone wall in terms of their adversaries. Making SURE that the adversaries have superior armaments, air superiority (LOOK at some of the designs coming on line in the Soviet Forces), perhaps numerical superiority on the ground begins to look like child's play for this p pe perp perS person.

The only service he hasn't been able to exalt is the Soviet Navy. And some of US actually voted for him TWICE!! This stuff is SO CLEARLY a violation of his oath that I have NO IDEA why it isn't indicted and tried, unless he's got some REAL interesting photos of what must have been a VERY fetching goat that the Congress/Senate- abdicators were caught with their pants down with.

Why be concerned about GIVING away the technology, when it is almost a certainty that they have already STOLEN it?

Think about the Russian space shuttle. What an AMAZING resemblance to the US vehicle. Right down to the Mil-Spec fasteners, glues, etc. There must be some RICH spies on both sides. Sorry, not spies. Politicians.

Folks

I keep reading about this missle defence system and needing foriegn approval. I worked on the missle defence system in the early 70's up in N. Dakota when quicky Dick signed the first S.A.L.T. agreement.

I do believe that both we and the russians where allowed two, repeat two defence sites. One was / is moth balled up in a Dakota wheat feild ( moth balled because it would have only bought Grand Forks air base about 10 minutes in an all out attack). the other was supposed to be built near the Capitol. My question is this, the russians went ahead and brought their defence systems on line to guard Moscow, and they guard Moscow today...Why are the Politicans saying we need any one's permission to build a defence system which is allowed by S.A.L.T. one?

Simple really...This is Slick Willies' chance to re-invent himself as the "Great Peacebroker" that he sees himself to be. Don't forget the SALT treaties ogf the mid seventies were contingent on us (the US) not continuing with the development and deployment of A) the MX and B) The third generation of Nuke Subs/missles. Both of these Ole Ronnie fired up, effectively scrapping the SALT treaties. But then again...lets face it. The Traitorous sonofabitch we got in the office now would sell his daughter into sexual slavery if it meant he would have a 'historical footnote' in the books. I hope he just doesn't give the whole game away.

If we are giving Russia and China radar technology, then you can bet 2 things at least...

1. We already have a better radar system. 2. We have a way to "defeat" the old one.

I am an old Nike-Herc troop and also Navy Terrier tech. All the talk about missiles and anti-missiles is a joke. Read "The last days of the United States" written by Robert Heinlein in 1946 included in his book "The new worlds of Robert Heinlein. Read "Things fall apart" an on-line novel by Fred Heiser. The Chi-Coms start with a EMP bomb explode in near-space over Kansas, followed by pre-possitioned bombs that their freighters had dumped in our harbors. Who cares if you have state of the art weapons systems or not? If I have a FN-Fal Assault Rifle and you have a muzzle loading blunder-buss, victory goes to whoever shoots first, not the guy with the best weapon. We could be destroyed as a country with 5 or 6 1950 vintage A-bombs, loaded into ocean shipping containers and shipped in with the Christmas toys from China. Los Angeles, San Fran, Seattle, Chicago, Kansas City, New Orleans, New York, Washington D.C. Merry Christmas KA-BOOM.
