Confirmed: Government is preparing for martial law - January 2000 The author wishes to remain Anonymous. This is not a hoax or joke. Time will vindicate its accuracy.

After having spent years researching Y2K Millennium Bug Crisis, I have received confirmation from 2 reliable persons (one works for the federal government, the other know officials in FEMA & other agencies) that the federal government has indeed been preparing for martial law in at least 120 major U.S. cities, including New York city, D.C., San Francisco, Oakland, San Jose, Fremont, Sacramento, Stockton, Los Angeles.

Facts:

  • The urban warrior training exercises by the Marines in 120 cities is for Y2K and combating terrorism. Three Navy personnel have acknowledged this to me. During fleet week, an officer on an aircraft carrier told a reliable friend that they would make an exception to allow the family members of the Navy personnel to come on board of the carrier (based in San Francisco or Seattle) by the end of this year.
  • This secret project is called operation GARDENPLOT, started at least 4 years ago.
  • If there is any looting or rioting, the governors will call the mayors of these cities & they will have 45 minutes to shut down all highways & bridges. One reason is they do not want the populace to go into the farms.
  • Under Martial Law, we will lose most of our liberties & rights. We might be forced to evacuate & be relocated to refugee camps/shelters. Reliable sources show that there are indeed many foreign troops (Germans, Chinese, Russians. . . .) who are being trained to patrol our streets & control crowds. They are used because many American troops may have hesitation to shoot its own citizens.
  • The government has been stock piling food & grains for 4-5 years.
  • The cities & towns outside these 120 big cities will probably not receive much federal help. They do not have enough manpower or resources, but they might have more freedom.
  • 25-35 nuclear power plants are not ready, contrary to official claims. The governor of Georgia was notified that his state would have no power for at least 3 weeks. Yet, the governor told the people to prepare for only 3 days of food & water!
  • Inside source revealed that the big PG & E blackout several months ago in San Francisco was triggered by Y2K testing. PG & E's system is too old to fix up.
  • The recent nuclear accident in South Korea during the last 2 weeks was Y2K related.
  • Unisys predicted recently that 8 million computers will have glitches in January.
  • There is only a 3-day food supply in the markets. The railroads & trucking industry are not ready.
  • Telecommunications is way behind. AT & T, MCI, etc. are significantly behind.
  • The Center for Y2K & society surveyed 37 U.S. cities including San Francisco & found an average grade of C.
  • Your bank statement may not be sufficient proof to claim your savings in case of errors. The new $100 & $20 bills has a plastic strip that can be detected 5 miles away.
  • The July, 1999 GAO Report on status of San Francisco & San Jose: water/wastewater treatment, emergency services, telecommunications, transportation, etc. not ready.

The Navy making an exception to allow family to be on the ship is unprecedented. Watch the movie "siege" by Bruce Willis to get an idea about martial law.     Since Im in Silly Valley, and that seems to be your focal point...

     I am aware the the Urban Warrior Training held in Monterey last spring, was conducted with a Y2K scenario as the intent.
     From many different souces at the time, I suspect strongly that the powerblack in S.F. last December was Y2K-related. (See: Power OUT In San Francisco )
     Im aware that *some* Silicon Valley Executives think the Y2K effects locally will be secondary ones.
     PacBell is already having problems with their State of California telecom services.
     Local CA National Guardmen are being called up from Dec. 29th to Jan. 2 -- with the option to stay longer. They have not been notified where they are going.

    As to the rest... "who knows?"

    JQ and others regarding the "unprecedented" use of Navy ships for non- naval personnel.

    I was in the Navy for a while in the 80's and there were several instances where that happened. The lastest one I remember was when a carrier was changing its home port. I believe it was changing from SF to Seattle or Long Beach, but I may have my cities wrong.

    Anyway, they used the flight deck to haul their POV's (personally owned vehicles). The flight wing had flown to a NAS already. It was quite a sight to see hundreds of cars, campers, and pickups on the flight deck.

    As for the room aboard, I've been on a Fast Frigate, Battle Cruiser, Attack Oiler (don't ask), Command and conrol ship, a nuclear powered carrier, and a repair ship. All had plenty of room. There was no hot- racking. I believe that is more common on attack submarines.

    However, I don't think you could effectively double the complement of most of those ships without serious overcrowding problems. It makes more sense to set up existing military bases with extra tent cities to house dependents.

    Just my opinion.

    It is true that PG&E's equipment are too old and in need of repair. The last power plant built in California was Diablo Canyon Nuclear Power Plant which went on line in the early 70's. All their other power plants were built in the 1950's.

    Off course they are PREPARING for martial law. Dosent mean its going to happen. The goverment prepares for all kinds of scenarios. Probably have a 100 page document dealing with what to do if an elefant stepped on the Prez's big toe.

    Don't expect to see martial law on midnight jan 1st. Possibly some form of it later if things get really bad- stopping looters, humanitarian aid.

    People often post that the cities will be contained to "protect the farms". Wouldn't it be easier to just PLACE ARMED GUARDS AND UNITS AROUND THE FARMS!!! This also supposes a simultaneous mass exodus from the cities. Have you ever tried to get out of or around NYC during a normal rush hour? You can barely get out of the city when only a small portion of the occupants try to do the same thing. By simple congestion, very large cities already are/will be self contained. Several million people trying to get out of a place all at once aint goin nowhere.

    Operation Garden Plot was hatched back in the late 60's, ya'll! High Times magazine ran a 8 or 10 page 4 column expose on it back in in 69 or 70...I/ve got a copy of it in my archives somewhere...doesn't take anything away from this post's relevance, though...just that law enforcement has been plotting and planning for contingencies of massive civil disobedience for a lot longer than 4 years.....

    I found the list of 120 cities rather interesting. Why would Garland, Texas be on the list? The Dallas-area cities listed were: Dallas, Ft. Worth, Arlington (I understand that one--largest suburb of BOTH cities, located smack in between), and Garland. GARLAND? Granted, it is a big suburb, but if I am not mistaken, Plano just surpassed Garland in size and it was not on the list. Ok maybe it is not done by size. Just seems kinda random--GARLAND? (I grew up in Garland, by the way, one of the most boring suburbs you have ever seen.)

    A number of items in watchdog's post could be substantiated. After having spent hundreds of hours on the y2k subject, I think it is not illogical or far fetched. I actually went to one such Marine's training in the West coast. When a reporter asked whether they were training for y2k, the spokesman stuttered and got very nervous. They kept using the word "refugees" in their explanation. They demonstrated how they interrogated and arrested suspects. I have seen film of that training. They claim to be training for Middle East mission, but I don't buy that. The terrains are so different. If y2k is no big deal, why are they so serious in their massive training? In 120 cities? We've had the LA riot, hurricanes, fire, flood, but have you ever seen such massive, secret mobilization? Never. Use your brain! As to foreign troops being here, what's so unusual about that? We have bases in Germany and all over, we reciprocate. I read that there is a German base in Texas or somewhere in the Midwest. A congressman discovered that we have been secretly training the PLA of China. Do you need a link? Some of you are so ignorant, you laugh at things you have never carefully researched. What if you are sincerely wrong? We will find out in over 60 days. I hope it's all wrong. I cherish freedom.
