I had previously posted my question about XTOL and finding the part A powder to be caked, and the consensus was that this was acceptable and not problematic. after many months of use, I have come to the conclusion that this is indeed an indicator of something that negatively impacts the behaviour of the developer. subsequent purchases showed part A to be granular and the solution (parts A&B) to be much stronger. it isn't clear what had caused the caked part A, but the word is that Kodak will replace the developer on request.

Part A of XTOL is extremely hygroscopic (attracts water) and should be free flowing if the package is sealed properly at the factory. Kodak has had some sealing problems, particularly with Part A of the 1 liter packages of XTOL and and any solidified packages should not be used.
