I quote from the article linked to above: "The ban - for six hours before and after the midnight fireworks spectacular - was triggered by the huge number of pleasure craft expected to anchor in the harbour."

It's for safety due to the number of pleasure craft expected to harbour there - nothing to do with the Y2K bug.
