what software do i use to burn a video cd in the vcd format?

I use Nero 4 i think it's the best.

Add Video Pack 4 if you want to easily create interactive vcd's. At the moment Nero will only do an ordinary vcd, I agree its probably the best but VP4 is in another class - adaptec is supposed to do the same but I have had no success trying to use it.
