Martial Law Enacted (not declared) in L.A.?

Sounds like the military is employing satellite? technology to track you Los Angeleans!!! So um, why is this "not" martial law -- educate me.

L.A. Law Enforcement Ready For Y2K Updated 6:21 PM ET December 28, 1999

(LOS ANGELES) -- Los Angeles area police, fire and National Guard officials say they are ready for whatever may happen on New Year's Eve. They say there will be more law enforcement personnel on the streets of L-A than any time in history. L-A county sheriff Lee Baca says they will monitor Y-two-K events from New Zealand working west and that L-A has the advantage of about 24 hours notice of any problems. Baca says new technology from the department of Defense will help track people who fire guns into the air to celebrate the holiday.

When a TV station did a survey of what people thought happens to the bullet when they fired a weapon into the air, some answered, "it just disintegrates. This was during a story about a child who was killed last year at Halloween by a falling bullet. The purpetrator was never caught. On a personal note, my mother, who used to live in So. Central LA, before she passes away, had 3 holes in her roof from falling bullets. The firing of rifles and pistols during major hollidays has gotten out of hand.

Myself, I only fire shotguns--just kidding.

Isn't California supposed to have about 2000 National Guard troops out on the streets before the rollover, or do you think they will wait to see if people start going nuts?

"Martial law enacted in L.A." I laughed aloud. If you live in South Central, how exactly would you know?

(As an L.A. resident, I happen to regard this as good news. You need only hear the gunfire and sirens every other week, added to an imagination of what y2k might potentially bring, added to a refusal to arm oneself, to understand this perspective.)
