Dirty power in AZ

I live in az and saw the thread about reducing power. What is dirty power and what are the effects? Also FWIW, people around here are buying guns like crazy. I was in walmart today and had a big line. Lady at the desk said it would take about an hour to approve purchase because ATF was very busy.I also noticed lines at several gas stations of people getting their propane tanks filled.

"Dirty" power means that the voltage or frequency of the power is out of spec. (possible brownouts), can have surges or sags or may be interrupted.

Buy extra fuses if your home uses them. Dirty power blows my fuses, this old house doesn't have breakers.
