Cohen today announced the stationing plan for 17 additional Weapons of Mass Destruction (WMD) Civil Support Teams (formerly called Rapid Assessment and Initial Detection Teams) using National Guard personnel. These teams, expected to be established between March and July 2000, are part of the Department of Defense's overall efforts to support local, state, and federal civil authorities in the event of a WMD incident on U.S. soil.

Alaska, Arizona, Arkansas, California, Florida, Hawaii, Idaho, Iowa, Kentucky, Louisiana, Maine, Minnesota, New Mexico, Ohio, Oklahoma, South Carolina and Virginia each were selected to receive a WMD Civil Support Team. The Department will work with each state to identify the specific communities in which the units will be placed. The Department made these selections after conducting a careful and objective analysis to optimize population and geographic coverage and to minimize the overlap in the teams' areas of responsibility. The resulting distribution of the 17 teams, in concert with the 10 teams established in fiscal 1999, provides support to the population of the United States. The WMD Civil Support Teams will be able to deploy rapidly, assist local first responders in determining the nature of an attack, provide medical and technical advice, and pave the way for the identification and arrival of follow-on state and federal military response assets. Each WMD Civil Support Team consists of 22 highly skilled, full-time members of the National Guard.

Beginning in fiscal 2000, Guard members selected for these 17 new teams will undergo 15 months of rigorous individual and unit training. Following the training, they will be evaluated for operational certification. -END- page 1

Well, it looks like those of us in the sunshine state are going to get one or more units. Wonder where they will station the unit(s)?

In defense of local authorities, I must say that during the past hurricane season the various local agencies, mayor's office, police department, water and electric departments, and many others really had their act together. Everything was co-ordinated. They had a central office and they spoke with one voice. In my over forty years of living here, I have never seen a more professional approach in the handling of over 1.2 million people under the threat of a hurricane.

We were lucky. We did not have to flee our home. Those poor folks leaving the beaches area had a hard time on the roads. The local powers that be are working to correct the slow pace of the evacuation by possibly opening up other lanes of traffic on the major highways should history repeat itself.

I can only hope and pray that these WMD teams will be up to the task; God forbid we should ever need them.

An initial 10 teams were created last year. Each team of 22 full-time members of the Army or Air National Guard will receive 15 months of training before being certified to respond to such emergencies, officials said Thursday. They are to provide medical and technical advice to local emergency officials under state, rather than federal, control. The teams will be available to the governors of 17 states: Alaska, Arizona, Arkansas, California, Florida, Hawaii, Idaho, Iowa, Kentucky, Louisiana, Maine, Minnesota, New Mexico, Ohio, Oklahoma, South Carolina and Virginia. Guess this starts to explain the AF jet activity which has now surpassed the activity we saw while bombing Yugoslavia. Each day seems to increase. Really don't have a strong desire to know how much at risk we are, doesn't take a genius to see that the last 7 years has created a whole world that hates this country. Since no one has had any desire to change things in the last 7 years, don't see how this situation is going to get better anytime in the near future.

Regulars know I have been predicting for the past year on this board that .gov and .mil would begin touting the national need for a "robust infrastructure" beginning in April or so of 2000 (after their expected Y2K impacts were/are over).

Individual and community prepping will be gradually but increasingly encouraged (always with a view to preventing that dreaded "panic" thingie) as a patriotic activity. It will be three-day storm sort of stuff but persistent and national, with the mainstream media given the nod to make it legitimate.

We'll see.
