Whether the message is designed to work as billed, or in the inverse, the main thing is that they're in the process of establishing the propriety of the state *using* the media as an *overt* arm of a propaganda machine.

I saw Lockhart talking on C-SPAN today:

When asked by a reporter "How can you say this isn't this propoganda?" Lockhart replied "We're not saying it isn't".

Totally floored me!!
