Oil and Coal Questions

I asked this question earlier, but it may have been deleted somehow by TPTB because of the subject.

Prior to rollover, internet media and y2k sites had reported that the feds were topping up the strategic petroleum reserve, from 450 million bbl to its capacity of 630 million bbl. The 630 number supposedly represents the US consumption for a month. My question was has anyone heard any further news about this, either in terms of final top-out of the beginnings of a withdrawal program?

My second question related to coal. Has anyone heard from WVA, PA, IL, or the western coal-producing states as to the state of the industry? Many of our domestic plants run on coal, and depend on daily deliveries to continue uninterrupted production of elec. Crucial to this is, of course, the railroads. Any relevant news there? Just thinking out loud......
