Is the joker mask a random item or should you get it the time you go to the burned altar

The Joker Mask is a random item like many other items in the game.

Except though from my experiences and what I've heard from others, you can only get the mask in a certain building, I'm not sure exactly what it was called, but it's very deep inside the expedition.
