When Twain has Roxy confront Tom, is he showing us how bad a gambler Tom actually is by having Tom expose his secrets to Roxy without much of a effort to conceal them?

I think so. I was wondering the same thing thinking that he sure doesn't have much of a "poker face" if she can bluff him that easily.
