It makes sense...except for disapproving the one child per couple policy which would indeed cut population in half and prevent having only old people left on earth in a few years.

It is obvious to the casual observer that voluntarily limiting one's own progeny tends, over time, to selectively preserve and increase the genetic material of those who do not limit their progeny.

In effect, self-limiters will be selected out of the gene pool and humans will evolve into non-limiters ... unless, of course, there is some other associated factor in self-limiters that lead to their survival in greater numbers than the non-limiters.
