Public art to stop artists in flight

Hi, In many North American cities you have arts communities thriving in old industrial inner-city neighbourhoods. Then the neighbourhood gentrifies as (loft) condo dwellers move in. Can public art be used to help retain artists in the area?

It is possible, however arduous. In order to entice artists to engage in creating works for the public realm, clear objectives must be insightfully crafted. When governing intentions are clear and project margins defined, artists are given freedom to be artists...within specified margins. If this is realized, artists can be artists, commissions can be vitalized, and issues of compromise and politics can be kept in a positive light.
