BRIEF: About 3,000 homes and businesses in the Hilldale area were out of electricity Thursday from 3 to 3:30 p.m. Lights went out in the Hilldale area and along University Avenue west of the UW-Madison campus. The outage is blamed on a mechanical problem at Madison Gas and Electric Co.'s Walnut Street substation.
