The power outage that shut down radar Monday night at Reagan National Airport was caused by the failure of a transformer in the basement of the air traffic control tower, said officials from the Federal Aviation Administration. FAA technicians have not yet determined why the transformer failed shortly before 8 p.m., but officials said that the problem not only knocked out the main commercial electricity source for the tower but also switched off the backup generators once they began operating. The tower was able to run on emergency battery power for nearly an hour. Twelve arriving flights had to be rerouted to other airports, and 20 scheduled departures were canceled, said FAA spokesman Bill Shumann.
