You need a capture card, a software encoder, a mpeg editor and some burning software.I recomend, the Matrox Marvel G400 TV; $289 @ www.outpost.com; Panasonic MPEG-1 Encoder, iFilmEdit editor and Adaptec EZ CD Creator 3.0. This is the way to go unless you plan on spending $4000 on an Optibase MovieMaker real time MPEG-1 encoder.

G400 costs $289?? ATI All-in Wonder 128 32MB costs around $250, while 16MB version costs around $170. Plus AIW can record in mpeg format directly. This is a good hardware if you're not looking for professional quality. Of course, if you are going to make a VCD, you need iFilmEdit, VCDCutter, etc..As for CD-RW, I haven't heard anything about any CD-RW being bad for VCD, so I assume you are safe with any CD-RW...
