I have found a document on how to do it, however I haven't tested it, so I'm unsure if it works.

Checkout http://www.vcdhelp.com and there is a link on the left for DiVX to MPG.

Another way that works for me is this. Very simple. I open the Divx file in VirtualDub. Choose direct stream copy for the video. Choose full processing mode for the audio. Choose PCM and the desired settings for the audio compression (I use 44khz 16bit stereo). Then save the avi. You end up with a Divx movie with an uncompressed audio stream. Then use your favorite mpeg encoder to re-encode to mpeg. I usually use Xing mpeg encoder, it usually gives me the best results, as well as making it very easy to add letterboxing to wide movies.

First off, I do not recommend re-encoding divx, just as I do not reccommend re-encoding vcd to divx. But anyways, this procedure is very easy.

Make sure that you have the latest divx codec's installed. http://divx.ctw.cc/

Open the avi in any of the availible mpeg encoders that use avi ( bb, lsx, panasonic, tmpeg ). If the program does not accept the stream due to size or other paramaters use vdub.

To manipulate the stream open it in virtual dub. Add appropriate filters, audio conversion, and such. Use the frameserver mode to output the new avi. The only encoder that does not support frameserver mode is tmpeg.

Good luck encoding.
