I was just wondering if the REM song "Green Grow the Rushes Grow" title was influenced by Scottish poet Rabbie Burns`s "Green Grow the Rashes, O". Thank you !!

Yes, the finished title is from the Burns folk song. The song is about the misfortunes of Mexicans working in the USA, and the title was chosen because Stipe thought the Burns song was sung by American war troops in Mexico, but really they were singing 'Green Grow The Laurels', which is another folk song.
