Chicago: Refinery to pay $2 million fine

More recently in June, a smokestack at the
refinery shot out about 23 tons of dust,
blanketing homes, parks and swimming pools
across eight blocks. Company officials said
the dust was nontoxic but could cause problems
such as coughing, burning eyes and flulike
symptoms.
