Project Proposal is a comprehensive concept and strategy document describing all aspects of a Country Gateway as a project aimed at e-development of the country.

All conceptual and strategic issues should be covered in it. Business Plan should describe a concrete plan of creation of an NGO responsible for the project implementation, with an emphasis on the issues typical for a business plan (market analysis, staffing and management, competition, marketing, financial plan, etc.)
