There are four main phases: Consultation, Preparation, Implementation and Maintenance. The InfoDev planning grant only covers the first two phase. Those are further sub-divided into several stages:

 Consultation/Identification Phase :

1. Consultation with the World Bank Country Office. 2. Consultation with the Government: national coordinator and counterpart government agency identified. Local partners are identified and consulted. Initial partnerships established. 3. Country specific marketing materials prepared. 4. Terms of References (TOR) for the preparation phase developed.

 Preparation Phase :

1. Setting up of the Working Group and establishment of functional teams (i.e. strategy, content, partnerships), functional team coordinators hired. 2. Preparation of Project Documents: Information Memorandum, Concept Note, Project Proposal, Business Plan, and e-readiness assessment. 3. Preparation of content for the demo site and piloting several online community pages. 4. Preparation of Fundraising Documents 5. Legal documents prepared for the creation of the Country Gateway NGO (i.e. MoUs, CG NGO Charter, and content partnerships agreements).
